After being asked by the U.S. Atomic Energy Commission to establish the Biological Research Division at the Lawrence Livermore Laboratory, he and his colleagues were able to document that there is no safe level of exposure to ionizing radiation, and that 75% of breast cancers were in fact caused by the relatively low radiation that was emitted by medical x-rays.
